Guangzhou recently released the Implementing Opinion on Speeding up Developing Headquarters Economy to have formulated a series of related supporting preferential measures and encouragement policies in multiple aspects including support of land use, financing channel, technical innovation and personnel service to “build the nest for attracting the phoenix” in a bid to attract headquarters economy to settle in Guangzhou to promote the development of the municipal economy.

To build the business and human environment for the growth of headquarter economy, the city optimized the space deployment for the development of headquarters economy. Apart from a batch of model bases of headquarters economy, the city focused on the planning and construction of 10 headquarters economy functional zones including the southern section of the axis of the city, south Guangzhou railway station and Bazhou area to guide headquarters economy to cluster and develop according to the municipal functional planning.
