China National School of Administration (NSA) held the 2010 spring term beginning ceremony in Beijing on the morning of March 2, with state councilor, secretary general of the State Council and principal of NSA Ma Kai attending the ceremony and delivering a speech.

Ma pointed out that to correctly analyze and judge the economic situation is the basis and premise to scientifically formulate the guidelines and polices for economic work as well as the essential techniques for leading cadres. To raise the ability to scientifically analyze and judge the economic situation, we shall strengthen study, grasp real facts, scientifically make researches and judgments and dare to tell the truth. He stressed that the experience of the CPC Central Committee and the State Council in fighting the international financial crisis is a precious fortune and it should be summed up deeply and systemically, which is of great realistic significance and profound historic significance to uplift the ability of leading cadres at all levels to analyze and judge economic situation and the overall level of economic work.

Ma hoped that the NSA shall earnestly study and carry out the spirit of the Regulations of the National School of Administration and the Several Opinions of the State Council on Strengthening and Improving the Work of the China National School of Administration in the New Situation to further emancipate the mind, make reforms and innovations, pool the wisdom and efforts of everyone and really grasp solid fuck in an attempt to build one high-level school of administration with characteristics.
