On September 9, the China Outsourcing Park Service Development Strategy Seminar opened in Xiamen. The seminar was hosted by the Ministry of Commerce of the PRC. Ma Xiuhong, Vice-Director of the CIFIT Organizing Committee and Vice Minister of Commerce, addressed the seminar.

Ma stated in her address that since the 1990s, the tide of IT technology has been sweeping across the whole world. The cost of communication has dropped dramatically across the world. The quantity of information transmission has grown rapidly. Barriers arising from geographic distance is close to nothing. The manufacture and distribution of modern products and services are conducted mainly through new communication technologies especially the Web technology. The sustained expand of sevice outsouring has not only become the core strategy of multinational corporations but also significantly changed the development mode of international industry and technology. Service outsourcing has alredy become an important strategic choice of developing countries to participate in global competition.

Ma said that the most important task is to build sevice outsourcing destinations and professional parks to develop the service industry. Aiming at push forward the sevice industry, since 2006, the Ministry of Commerce and related departments of the State Council have launched a broad talent initiative for service outsourcing. This initiative has received strong support from the leaders of the State Council and related deparments, a series of policies and measures encouraging the development of sevice outsourcing and supporting the outsourcing enterprises grow stronger and larger come into being successively and also have been enforced effectively. The project is also supported by governments of each regions and levels. At the same time, many erterprises of China and foreign countries, industrial organazitions and relating organizations have participate in it. More and more clients become to pay attention to China’s development of sevice outsourcing. The achievements of this project proved that in the new period of economy, service outsourcing especially the acception of international sevice outsourcing will become the new engine of the Chinese economy.

Preliminary statistics indicate that, January to August of 2008, in 2545 outsourcing enterprises of China, the employees have surpassed 390 thousand. There are 1907 enterprises have obtained different international quality certifications. About 170 thousand university and junior college graduates are receiving business training. Level of delivery of the contracts surpassed USD 4.8 billion. It has inncreased 91.45% compared with last year’s USD 2.094 billion. She also revealed that the first China International Sevice Outsourcing Trade Fair will be held in November in Chengdu. At that time, there will be about a hundred buyers have cetification from the US, Japan, Europe and China matching with Chinese IT sevice supplier.

The one-day seminar is co-moderated by Zhou Ming, Vice-Director of the China International Association for the Promotion of Investment, and Qu Ling, Senior Advisor to the Service Outsourcing Work Committee. The seminar draw more than 300 attendees from the Ministry of Commerce, cities with strong service outsourcing bases, and domestic and overseas service outsourcing enterprises.
